Kathmandu: Twenty-two lawmakers of the CPN (UML) have prepared an explanation that they have given a vote of confidence to Sher Bahadur Deuba as the Prime Minister because of Chairman KP Sharma Oli. Oli had sent explanatory letters to 22 MPs within 24 hours on Wednesday. In response, lawmakers said they voted in favor of the Leader of the Opposition to protect the parliament.
Oli has repeatedly said that the House of Representatives will be dissolved but he has not been able to resign. They said that Oli did not resign even though the court restored the parliament after the dissolution of the House of Representatives on May 22.
“The prime minister had to resign immediately after failing to get a vote of confidence. It is against the party’s constitution and political ethics to try to become the prime minister under various provisions of the constitution without the decision of the party and without resigning. Therefore, various activities have taken place in protest of such action, ‘the reply said.
They recalled the court’s decision that the party would not be allowed to take action if the prime minister casts a vote of confidence under Article 76 (5) of the constitution.
“The esteemed Supreme Court has issued a restraining order on the restoration of the House of Representatives on 2078-03-28, saying that the members of the House of Representatives have a special right to vote by participating in the process of Article 76, Clause 5 of the Constitution.” It is further stated that, “Therefore, this action is in line with the constitution of Nepal, the constitution of the party, the decision of the esteemed Supreme Court and democratic values and norms.”
Similarly, in response, the lawmakers have accused the party chairman Oli of violating the constitution.
“It has been decided to change the responsibilities of the elected officials and members from the General Convention, to nominate 23 non-members of the CPN (UML) as members of the Central Committee, and to amend the party constitution,” the reply said. Shouldn’t the party Chairperson take responsibility for this? These actions are in flagrant violation of the provisions of the constitution passed by the Ninth National General Convention of the CPN (UML).
