Democracy would not stabilize without electoral reforms -former speaker Dhungana

Kathmandu, Sept 16

Former Speaker and noted human rights defender Damannath Dhungana has said democracy would not be stabilized until reforms are made in the existing electoral system of the country.

At the 34th edition of Democracy Dialogue organized virtually on the occasion of International Day of Democracy on September 15, he called for the formation of a high-level commission for the overhaul reforms in the electoral system. He asserted that one of the big challenges of contemporary democracy of Nepal was to allow the peace process an unaccomplished dream without not completing the tasks of the Truth and Reconciliation Commission.

On the occasion, former President of the Federation of Nepali Journalists (FNJ) Taranath Dahal recalled that an august gathering of 153 speakers of the inter-parliamentary union held on September 15 had adopted a universal declaration on democracy and marked the day as the International Day of Democracy. Another former President of the FNJ Dharmendra Jha demanded the arrangement of right to recall the elected representatives.

Political analyst Binod Sinjapati said the veteran Democratic Party Nepali Congress has failed to maintain its internal democracy and electoral system and also demanded reforms in the national electoral system. Senior advocate Dr Narayan Prasad Ghimire said that the democracy has been misused to ascend to the state power lately though it has gained trust of the public across the globe for its conviction that democracy promotes good governance and rule of law. Former lawmaker Binda Devi Ale Rana said democracy has witnessed challenges galore in absence of effective pressure groups.

Political researcher Dr Rudra Sharma said that the constitutionally-stipulated notion of participatory democracy has not come into practice which also is one of the challenges of our democracy in Nepal. Also speaking on the occasion, political analyst Binod Kumar Bhattarai said the pro-change political forces including Nepali Congress and left parties who worked together to bring changes should collaborate to institutionalize the political achievements.
