Advocate Gyawali’s book on Sugauli Treaty and Gurkhas released

A book ‘Sugauli Treaty and Continuity of Nepali Citizenship to Gurkhas by Descent” authored by senior advocate Dr Chandra Kanta Gyawali has been released. The book has vividly described the contributions of ‘Gurkhas’ in the making of greater Nepal, and put forth arguments that the Nepal government should continue granting citizenship certificates to the Gurkhas by descent as they were only provided with residential visa by the British government. The book also has underscored the need to make arrangement of transfer of the perks and benefits of the Gurkhas directly to the Nepal Rastra Bank. It has also highlighted the provisions regarding citizenship in Nepal. “The Gurkhas substantially contributed to build a greater Nepal before the Sugauli Treaty. The feeling of nationalism was clearly evident among Gurkhas” said the book author Gyawali. “An agreement was made to recruit the Nepal Army in the British Army following the signing of the Sugauli Treaty. The Nepali Army (Gurkha) was only granted with residential visa as an outcome of the struggle demanding equal treatment to the Nepal Army and British Army. That is not a citizenship certificate. So, their citizenship certificate should not be abandoned. If it is done they would be rendered stateless. They should be granted with the Nepali citizenship certificate”. He argued. The preamble of the Treaty had explicitly stated an agreement to provide Nepal with 250,000 Pound Sterling but it has not been found that the government received the amount. The Nepal government should access this fund. Nepal government should ensure an arrangement of direct transfer of the remuneration and allowances of ex-Army and 800,000 families to the Nepal Rastra Bank for their convenience through diplomatic dealing with the British government. Nepal Communist Party Chair Pushpa Kamal Dahal ‘Prachadna’, Nepali Congress President Sher Bahadur Deuba and former Prime Minister Baburam Bhattarai termed the book as a historical and also an useful resource for the government.
