45 Resolutions of the Maoists: From the abolition of the Unequal Treaty of 1950, not to the forward of the MCC in the status quo (with list).

Kathmandu, Jan. 4 : The Eighth National General Convention of the Communist Party of Nepal (Maoist Center) has passed various contemporary 45-point resolutions. Apart from the political and ideological proposal of Chairman Prachanda and the proposal to amend the constitution of leader Dev Gurung, the General Convention held in Kathmandu from December 26 to January 3 has passed a 45-point contemporary proposal submitted by the party’s central office.

Contemporary proposal

Expressing heartfelt condolences to the martyrs, missing families, wounded warriors, prisoners and torture victims, it passes the following resolutions from the Eighth National General Convention.

-The Covid 19 epidemic, which has emerged as one of the great humanitarian crisis and challenges of the 21st century, has caused great humanitarian, economic and psychological problems to the Nepali people in the last two years. According to the latest statistics, more than 5.4 million people have died due to Covid 19, while more than 900,000 people have been affected in Nepal and 11954 people have died in Nepal. This General Convention pays tribute to the people of Nepal and the world who have died from COVID and wishes speedy recovery to the citizens infected with COVID. The Omicron variant of Covid is now spreading worldwide. Although it looks weaker than the Delta variant, the transmission rate is much higher.This General Convention calls on all Nepalis to take effective measures against the epidemic, to vaccinate the government and to adopt vigilance.

– This General Convention pledges to fight for the protection of Nepali lands including Kalapani and Lipulek Limpiyadhura. we also demanded the government to strengthen the spirit of nationalism by including the complete map passed by the federal parliament in the curriculum.

This General Convention makes a special appeal to the Government of Nepal, all the political parties and stakeholders of the country to take necessary steps for the abolition of all the unequal treaties and agreements, including the unequal treaty of 1950, and for new treaties and agreements as required on the basis of universal equality and mutual benefit.

-Expressing high respect to Govinda Gautam of Kanchanpur and Jaisingh Dhami of Darchula’s Beas village who went missing after the Indian side cut off the Tuin, the Nepali side demanded the government to take diplomatic initiative to take action and compensate those involved in the incident. Also, Kanchanpur, Kailali and Nepal protest against the atrocities being committed by the Indian side in the border area. Demands the government to take back all the encroached lands including Susta and Maheshpur and for scientific management of the border between Nepal and India.

– Some of the provisions of the agreement between the Government of Nepal and the MCC, which are under serious discussion nationally and internationally, may adversely affect Nepal’s nationality, sovereignty, independence and interests. This General Convention demands that all the political parties, including the government and the parliament, move forward with a comprehensive national consensus on this issue.

– The General Convention urges the main opposition party, the CPN (UML), to end the undemocratic impediment to the rule of law, implementation of the constitution and making the public service effective by enacting new laws.

– The General Convention strongly disagrees with the Election Commission’s directive to form a party on the basis of ideas and has directed the Central Committee to take necessary steps against it.

– The General Convention has drawn serious attention to the stalemate in the courts focusing on the post code of conduct of judges, corruption and irregularities. It draws the attention of the concerned parties to resolve the issue as soon as possible in a fair and just manner.

– The General Convention demands that the Truth and Reconciliation Commission, which is the remaining work of the peace process, effectively carry out the work of the Commission for Investigation of Disappearances and complete it as soon as possible.

– The General Convention makes a special appeal to declare the great martyrs of the Great People’s War, People’s Movement and all other justice movements as National Martyrs and the Warriors of the People’s Army as Republican Fighters. Demands the government to provide proper medical treatment to the veterans who were injured and disabled during the Great People’s War and various movements. It also demands the government to provide proper compensation, livelihood and guardianship to the missing family members.

– The people of Morang who participated in the great people’s war conducted as a sacrificial struggle of the Nepali people. Jhalak Bhagat, Gorkhaka com. Vikram Gurung and com Singh bahadur Shaha. of Kalikot. Former members of the People’s Liberation Army (PLA) including Singh Bahadur Shah have been taken prisoner on the basis of people’s wartime issues. The General convention strongly demands that the charges against them be dropped and that those detained be released immediately.

– Expressing support for the struggles and campaigns of the peoples of Latin America, Africa, Asia, Europe and other countries against the economic, social, cultural, environmental and humanitarian crisis created by financial corporate capitalism.

– In this General Convention, special appeal is made to all concerned to solve the problem of environmental catastrophe caused by monopoly capitalist excesses, to get compensation / compensation by evaluating the impact caused by carbon emissions, and to move forward with necessary action plan for eco-friendly sustainable development.

– The General Convention urges for the universality and effective implementation of the Constitution by addressing the points of disagreement including the directly elected executive and fully proportional electoral system presented by the party during the drafting of the Constitution while being aware of the retrograde move of reversing the political achievements institutionalized by the Constitution.

– In order to successfully implement federalism, it is demanded to make and implement all the necessary laws to empower the state and local level as specified in the constitution. It also demands the implementation of the Federal Civil Service Act, the State Civil Service Act and the Local Service Operation Act as soon as possible.

– The General Convention demands to create autonomous, protected and special structures for the provinces, local level and minority communities recommended by the Constituent Assembly, State Restructuring High Level Commission on the basis of identity and capacity, and to operate effectively by empowering the provinces, local level and autonomous protected and special structures.

– Demands the government to come up with a concrete action plan to guarantee the right to education, health, food security, employment and housing of the Nepali people through effective implementation of the fundamental rights guaranteed by the constitution made after the great sacrifices of the Nepali people.

– This General Convention condemns all kinds of heinous crimes such as murder, violence, rape and discrimination against women and demands an effective role of the state against all forms of violence. It also calls for the implementation of the system of proportional and inclusive representation ensured by the constitution at all levels and structures.
