Kathmandu : CPN-UML is going to amend the constitution so that the central committee will have 225 members. A meeting of the central committee held at Lalitpur on Monday decided to make the central committee 225 members with one chairman, two vice-chairmen, one general secretary, two deputy general secretaries and seven secretaries, said spokesperson Pradip Gyawali.
The party’s constitution will be amended from the general assembly to be held on september 12 and 13. The decision was taken at the standing committee meeting held on Monday and the proposal was tabled at the central committee meeting. The decision of the Standing Committee has been unanimously approved by the Central Committee.
Senior leaders Jhala Nath Khanal, Madhav Kumar Nepal and Vice-Chairman Bamdev Gautam were not present at the meeting. A 159-member committee was elected from the ninth general convention of the CPN-UML. In which one chair, five vice chairs, one general secretary, two deputy general secretaries and five secretaries were elected.
UML has also decided to maintain inclusion from the post of secretary. The constitution will be amended to have a central committee and a politburo and a small secretariat. At present, the UML has a central committee, a politburo and a standing committee.
The General Convention Representative Council has been proposed. Gyawali said that after the election of the delegates from the National General Convention, it will last for five years, participate in the National General Convention in the first year, meet the Council two years later, review the work of the Central Committee mid-term and transform it into a Legislative Convention one year before the next General Convention.
Officials have also been proposed in the provincial committee. It is proposed to have one chairman, one vice-chairman, one secretary and two deputy secretaries. Gyawali informed that the same structure will be formed in the district committee and municipal committee.
The general convention will be held in five years, the provincial convention in four years, the district and municipal convention in three years and the lower level convention in two years.
Changes in the electoral system
UML is also planning to change the electoral system. According to Gyawali, the general convention and convention will elect the chairperson and members and the other office bearers of the committee will be elected by the concerned committee.
All the office bearers except the senior leader were elected from the ninth general convention. The Politburo and the Standing Committee are formed by the UML.
Gyawali informed that the decision of the Central Committee will be discussed in the lower committee for a month and the proposal will be submitted to the Legislative General Convention.
UML’s new logo ‘hammer and sickle inside the sun sign’
CPN-UML has proposed to change its logo. The Legislative Amendment Committee has proposed to modify the party’s logo in the proposal submitted to the Central Committee.
In the proposal submitted to the Central Committee on Monday, it is mentioned about the modification of the logo, ‘to modify the logo of the party in such a way that there is a hammer and sickle inside the sun sign.’
Before this, Party’s log was the sun. Which is also her election symbol.
Similarly, the national flag and national anthem will be made mandatory in the party’s formal programs.
Unity derailed
The meeting held in the absence of the Madhav Nepal group has decided to have a long-term significance in the life of the UML. This incident has further complicated the internal unity of the UML. UML’s Oli faction has said that the party will move forward in its own way, party couldn’t be confused in the name of unity.
