Govt’s Common Minimum Program: National Consensus on Foreign Relations but Silence about MCC

Kathmandu : Along with controlling the epidemic of covid-19, the completion of the peace process and the enactment of laws necessary for the implementation of federalism are among the priorities of the coalition government.

The ruling coalition, which has set an 11-point priority for the government, has included the policy and program in 10 points.

As per the decision of the first cabinet of the government, it is mentioned in the policy and program of the government to provide free vaccination to one third of the eligible citizens by next September. In the program mention that government would take initiative to set up a vaccine lab in Nepal for the production of vaccines and would give priority to the development of physical infrastructure including hospitals.

The government’s policy and program also states to investigate the irregularities in the procurement of health items and take action against the persons or organizations found guilty.

The previous government had raised allegations of irregularities in the procurement of health items but no investigation was carried out. The government canceled the agreement and procured it through the Nepal Army after protests over alleged irregularities in the procurement of health supplies through the Omni Group.

National Consensus on Foreign Relations but Silence about MCC

The ruling coalition has said it will reach a national consensus on the conduct of foreign relations under a common minimum program.

It is mentioned in the minimum common program to make necessary amendments in the national security policy to protect the sovereignty and geographical integrity of the country and to review the treaties and agreements which are against the national interest. It also said that border issues including Limpiyadhura, Kalapani and Lipulek would be resolved through diplomatic channels.

But the coalition is silent on the US Millennium Challenge Corporation (MACC) agreement under consideration in parliament. The Nepali Congress has been emphasizing the need to pass the MCAC agreement, while the Maoist center has stated that it will not ratify the status quo.

The ruling coalition has emphasized the implementation of federalism and the strengthening of province and local governments. It is mentioned in the government’s policy and program to make laws related to the list of common rights and other necessary laws, to empower the province and local level by increasing the amount to be transferred from the center.

The peace process is a priority

The completion of the peace process has also been given priority in the policies and programs of the government made public by the ruling coalition. The policy and program states, “To amend the law of the Truth and Reconciliation Commission and the Commission for Investigation of Disappeared Persons and to complete the remaining work of the peace process as soon as possible by providing the necessary resources and manpower to the commission.”

The government had recently decided to extend the tenure of both the commissions and their officials by one year. But even after a long time, the Act has not been amended.

The work of both the commissions has been affected due to lack of amendment in the Act. Because they have not trusted the commission of the victims saying that the law has not been amended as per the order of the Supreme Court.
