UML Dispute : 10-Point agreement & proposal between Oli and Nepal side’s task force, Implement after Legislative convention

Kathmandu : An agreement has been reached at the task force level to resolve the four-month-long dispute within the ruling CPN-UML. The two sides agreed on a 10-point agreement on Sunday night, at the end of a week-long marathon discussion. Attempts by the task force to declare unity through talks between Chairman KP Sharma Oli and senior leader Madhav Kumar Nepal were unsuccessful.
In this regard If both Oli and Nepal accept this proposal, the UML dispute will be resolved immediately.

The task force comprising leaders of both the sides has agreed’ to proceed in accordance with the law and institutional decision on the issue of dissolution of the House of Representatives pending in the Supreme Court and the spirit of party unity.’

After 146 lawmakers, including 23 from the CPN-UML, filed a writ petition in the Supreme Court demanding the restore of the parliament and the appointment of Nepali Congress President Sher Bahadur Deuba as the Prime Minister, Chairman Oli was under pressure to handshake the Nepal Group. The case has been heard in the court and the verdict will probably come today. Despite the Oli faction’s demand to withdraw the signature, the task force has said that it will take an institutional decision in the spirit of party unity. Amid much pressure and frustration, a consensus was reached at the UML task force level the day before the court’s verdict. But senior leader Madhav Nepal said he did not agree with the ‘consensus proposal’.

After reaching an agreement, the leaders of the both sides in front of the correspondent at SinghaDurbar.

‘Jestha 2 unclear’

The task force has agreed to return the entire structure of the party on 2075 Jesth 2 BS. However, the central members added during the party’s unification with the CPN-Maoist center and the leaders who later left the Maoist center will also be given the same responsibilities.

It has been proposed that the two-tier committees, bodies and people’s organizations, in line with the political line passed by the Ninth National General Convention and the provisions of the Legislature, be operational from the organizational structure on 2 Jestha 2075 BS before the unification of the CPN (Maoist Center). Similarly, it has been proposed to retain the central members nominated on 3 Jestha 2075.

Welcoming the Maoist leaders who joined the CPN-UML after the Supreme Court’s decision on 23 Phagun 2077B.S. the letter of intent states that they will be given the responsibility of the same committee as the NCP. “The other comrades will be organized in the same committee as when they were in the Communist Party of Nepal (CPN),” the fourth point mentioned of agreement

The task force has proposed to increase the size of the central committee. It is agreed to nominate additional members of the existing Central Committee without increasing to 10 percent.

Reject the decision of both the factions

The MoU signed by the task force states that all the decisions taken by both the sides since phagun 23 will be revoked. The third point of the agreement states, “After the revival of the CPN (UML) by the decision of the Supreme Court on 23 Phagun 2077 BS, the political and organizational activities of any factions that is not in line with the party’s legal system and unity have automatically deteriorated.”

Legislative Convention required

It has been proposed to form a task force to solve the problems that may arise in the process of re-activating the parties and sister organizations and to give suggestions regarding the renewal of membership, general conventions and conventions at different levels.

It is proposed to convene a legislative convention as soon as possible to approve the agreement. It has been mentioned in the MoU that the task force will operate the parties, parliamentary parties and sister organizations in a methodical and systematic manner with high understanding and enhance unity and dignity.

“For this, the party ranks have been called upon to unite and actively contribute from their respective positions,” the agreement said.
As stated in the MoU, the party’s general convention will have to be held for the implementation of this agreement. , Before that, Madhav Nepal will have to fully agree for party unity.

Main 5 points of agreement

  1. To reach a lawful agreement on the issues under consideration related to dissolution and the Parliament.
  2. Leaders including RambhadurThapa, who joined the UML from the CPN (MC), will get the same responsibility as when they were in the NCP.
  3. To give recognition to the members added to the Central Committee by the UML after the unification with the CPN (MC)
  4. To convene a general legislative convention to reconcile the responsibilities of the leaders added to the Central Committee and the Standing Committee
  5. To reverse the decisions taken by the UML after its rebirth, including the actions taken by each other till now.
