Proposal to elect leadership for the first time in the Maoists: CC 299, PB 100, SC 33

Kathmandu : The CPN-Maoist Center is going to select the chairperson, office bearers, standing committee and politburo from the election. The party has not yet selected its leadership through elections.

The CPN (MC) is planning to have 299 members in the Central Committee to be selected from the election.

After the dissolution of the CPN (MC) by the Supreme Court on March 7, the CPN (M) has amended the Interim Constitution 2073 BS and made the new constitution 2078 BS with new provisions.

Dev Prasad Gurung, coordinator of the Legislative Drafting Task Force, informed that the 52-page long legislature with 16 chapters has been sent to all central members for suggestions.

“We have prepared a proposal and distributed it among all the members,” Gurung said.

The legislature has provided for a 100-member politburo. Similarly, it has been proposed to have a standing committee of 33 members.

It is proposed that the term of the Central Committee be 5 years, the term of the Provincial Committee is 3 years and the term of the local level is 2 years.

For the day-to-day operations, there will be a central office with a chairperson, vice-chairperson and secretary general.

Similarly, it has been proposed to have a central secretariat headed by the secretary general with deputy secretary general and secretary to perform the daily administrative functions of the central office.

There will be a 299-member Central Committee comprising the Chairman, Vice-Chairman, Secretary General, Deputy General Secretary and Secretary.

Currently, the Maoists have recognized the 200-member Central Committee while in the CPN (MC). At one point, the Maoists had more than 4,000 central members.

It has been proposed in the constitution that the largest body of the Maoist center be the National General Convention.

After that, it is proposed to have eight bodies including Central Committee, Central Discipline Commission, Central Audit Commission, Central Election Commission, National Council, Central Advisory Council and Central Senior Communist Forum.

It is proposed to hold a general convention in five years. However, in special circumstances, the general convention can be postponed for a maximum of six months.

“Since the Communist Party of Nepal (MC) and the Communist Party of Nepal (CPN-UML) merged on May 19, 2018 and are functioning as the Communist Party of Nepal (CPN) till March 7, 2020, that period will not be counted in the context of Sub-section 2,” the statement said.
